The developer sought to redevelop the site at the north-west corner of Church and Wellesley (64 and 66 Wellesley Street East and 552- 570 Church Street ) with a 43-storey condominium. The City rejected the proposal and the developer appealed to the Ontario Municipal Board (Ontario Local Appeals Tribunal).
